Hi,
In Shogun, there's a special season event that can affect the number of cubes you get when you build armies. The event description says:
"""
When taking the action “Deploy 5 (or 3) Armies,” the player deploys only 3 (or 2) instead.
"""
I checked and this was the case in the move 83.
I'll try to improve the game log to mention that reduced number of armies is caused by an event to make it clearer for players.
