When playing physical game if opponent selects a mutually exclusive scenario then a new scenario card must be chosen to start. The permanent tech was not showing in my empire. The benefits of the tech card were not available either. A new scenario should be automatically selected. -

In both of these cases, two players have scenarios with opposite sides of the same permanent card, which results in one person missing it.
Applies better to this bug. Fertile Ground seems to have taken priority over Abundance here so the player with Bountiful Harvest scenario did not auto-produce any resources upon settling planets.
