Because you have to select a district to create one and they cost 0 action points, I think it's easy to forget to create one after performing all other actions (especially moving).

This is similar to La Granja, where it asks if you want to perform an anytime action when ending the turn (like using a helper's ability) if the player is still able to and may have forgotten to.
