My reading of the word "all" is that a fisherman may be placed in an empty loch space regardless of whether there is a (land) unit adjacent to it. Specifically, tried to place fisherman in the SW-corner loch (near the port), and was not allowed because (I assume) I had no adjacent land unit. I believe this is an erroneous limitation on the Clan MacDonald fisherman placement, as set out on the card.
