The text in English is "Reduce 1[Threat] in any Outer Region" while the French translation says "Réduire de 1 [Menace] dans les régions frontalières", suggesting different behaviours:
- In English: act on 1 region

If you give me the complete(!) correct translation of the english text in French, I can change it in the translation panel.
You can also try to change it yourself. But I am not sure if there are any restriction who can translate stuff.
