So it's better to do 2 (as much as possible) then 1. Don't you agree ?
Suppose you have 2 cards left to draw and 2 exchange tokens.
One card left is an engineer and the other a cow.
What you would do at the table IRL, is:
0) Discard all engineer and jokers (actually redundant with step 2 but this is the human thing to do)
1a) exchange : lets suppose you get the engineer first then cow.
2) Discard a cow at random
3) Discard all engineers and jokers (including the one just drawn)
4) Use the second token.
The advantage of this order is that you get a chance to draw again the workers that you just discarded.
If the first exchange gave you the cow first, (1b), the sequence above is still optimal (but in this scenario there is no chance to draw that engineer a second time because it's not in the deck when you shuffle it)
So the optimum is either a loop as described in the report or
1) (optional because redundant with step 3) Discard engineers and jokers
2) "Exchange" as much as you can WITHOUT reshuffling the deck
3) Discard engineers and jokers
4) Use whatever exchange tokens you still have
5) Discard Engineers and jokers
This gives the same result as the loop as long as you don't have so many exchange tokens that you can actually empty your deck twice by using them.
I think the simple loop is easier and gives the same end result:
1) Discard all engineers and joker workers
2) If player still has an exchange token, play 1 exchange token and go back to step one
Choice between options might depends and what (if any) you want to log.
1) "Exchange" as much as you can WITHOUT reshuffling the deck

A lot of players will MAYBE upgrade their score by 1 thanks to you (and they probably do not do that IRL :D)
But we do know what remains in the deck in this implementation.
But anyway whatever can be done is good.
As for having less cattle cards than hand size, well, doesn't that pose a problem anyway ?
Without a special rule, you are drawing cards ad infinitum I think.
I don't think that this add to the problem.
The loop would still work with this I think : discard all relevant workers. Play an exchange that makes you reshuffle and draw all the workers again. Then without a special rule, you have to discard a cow even though you didn't draw one ?
Then discard again, plain another exchange, draw on average half of those workers back depending on when you draw that single cow etc...
The problem with having less cows than your hand size is a problem independent from this really.
But the problem with less cows than the hand size remains. It would say that a player can pick all his worker each turn (so as many times as he have exchange tokens)... well saying that : and then ?
The loop is simple => it is wrong, we were on a 2 iteration loop, we are now in an infinite loop. And i don't like that :D
If designers see it as something that "breaks the game", they might suggest to forbid having less than 5, 6 or 7 cows.
Technically, if you play an exchange token or get a similar effect, you should draw until you get a cow and if you don't get one, you stop when everything is drawn.
Presumably, you then have to discard a cow (assuming you have 1) even if you didn't draw any.
But this mean that you will draw a lot of cards again at end of turn.
One way to limit this a little would be to rule that if you draw everything in search for a cow that you don't actually draw in the end because there isn't any, any further draws during this turn are voided (including or not the replenish at end of turn).
Another way to limit this would be to reduce your max hand size to be at most the number of cows you have or the number of cows -1 or possibly even -2. (this way is effectively a variation to setting a minimum number of cows)
