In contrast, Fate currently has a "Fellowship" button that you can click whenever your character is in the same region as another player's character. After you click this button, you then either have the option to click on a card in a player's hand to give/take it or you receive a prompt that neither of you has a card that can be traded.
It might be better for Fate if likewise the "Fellowship" button is removed and players instead see buttons to "Take [ring icon] Rhudaur" or "Give [stealth icon] Eriador" whenever players have the opportunity to use the Fellowship action to give/take a card?
Arwen would then be programmed similarly (but not identical) to the Researcher in base Pandemic so that, on Arwen's turn, if she's in a haven, she has a separate button for each region card in her hand to give that card to another player with a character in her location.
