I think this is really only a problem before the rogue agents have their agent tokens allocated during setup; after that, you can clearly see which are rogue agents by which ones have tokens.
That said, I think a color background might work for this, but... I have no idea what color. What color screams "recruiter" to you? :) Maybe light blue?

Since the recruiter is the "bad guy" or the dark shadowy figure in hiding, and since the immortals have a black border/background, I'd say black is the recruiter's color.

Just had a game where this was an issue, I was placing Mayhem tokens without knowing which side I was playing as.
I agree just a "Recruiter" subtitle on the player's name would do the trick. You don't even need the rogue agents subtitles!

OK, there's now a label on the recruiter's player board when the recruiter has no tokens that should make this clearer.
