this is the same bug as 162549.
Further research into this bug has determined that all games affected by this bug were started on 3/25 or earlier. There was a code update on 3/25. This update, and the reload of gameinfos (?) may have fixed the problem for all games starting after that date. I am not sure.
I will keep an eye on the bug reports and logs and see if this is the case.

I no longer see this error in the logs. I believe the 3/25 update fixed this.
