This has not happened previously, but I have used the council palace action many times so this does seem odd

I think it was a temporary effect on the bga platform. I cannot see anyting wrong in the logs. Please rereport if happens again. cu on bga

I did not get the scroll bonus as well.
No error message appeared but privilege was not received, me too.
I received only one coin and did not receive any scroll bonus, including the two military forces I selected.
