At the end of the game in the stats, it said that only one of my opponents overpaid, and only by two. It happened more than that.

Reviewing the game, I wonder if I merely misunderstood 'overpayment'. I was taking it as 'paying a higher price because of being bid up'. Perhaps it means that you don't have the right card mix, so that you pay 6 for a 5 cost license.
In that case, it isn't a bug, but it might be interesting to have a stat reflecting amount paid over the list cost. That seems like overpayment to me whether it is due to card mix or aggressive bidding.
