The dialog said something like "do you want to increase military power? select NO to reduce cost", but there is no "NO" option, only "cancel" and "confirm"
I hit "confirm" and it did not work, so tried to reset my move and select the artifact again, this time I hit "cancel", but it still did not work and I was given the "interface unstable, hit F5" message. After refresh, the artifact was spent and I had to pay full cost to place the world I wanted to settle.
