I had a 13 with an open space to the right of it and no fence between. My brother had the same. I was not even given the option of choosing a 13/BIS combo whereas he could choose it because he could use the 13 elsewhere.

Neither of us could use the 13/BIS to place a 13 in an open lot next to an existing 13 and not separated by a fence. Again, I couldn't even select the card.

We have never tried to use a BIS before so perhaps one issue is simply not knowing how to use one, but unless there is something that must be done prior to selecting cards, again, there was no option for me to even select the BIS.
