I thought I had the same. I have no more engineers but have my special tile available where I can build a power plant without engineers. however it turned out I didn't have enough concrete machinery to actually build a powerplant. I have 3 but need 4 for my next one. Perhaps this was the case for you as well.

I have only 2 engineers, no need to pay and I want to play the special technology to build a "free" power plant.
I had the possibility to play it begore when I had 4 engineers.
