They do, but it still should not have taken from the player who had the most conservation twice. The person playing the card had the 2nd most appeal, so there should not have been a target for the 2nd pilfer.

It wasn't me that played it, but from the images I posted on imgur it looks like no, appeal was not gained until after pilfer was played. I can't see the rest of the history right now, so it may have been that Percephony was lower before the card was played. Probably in that case, it wouldn't have been a bug. Thanks for taking the time to look into this.

Daylighter had 7 conservation, 40 appeal.
Duggo had 5 an 51 with Quarantine lab.
Runtly had 5 and 37.

It seems the replay didn't necessarily show correct values for some counters, but the math adds up.
