Try to win lower scoring regions with many bordering areas and place meeples in those bordering areas. This quick win will provide reinforcements to all the neighboring regions with your meeples to multiply your likelihood of winning. It is often a good idea to wait to put meeples strategically once others have run out or alternatively place all your meeples quickly so you would win in a tie. The likelihood of the dice rolling to areas 6-7-8 is higher than other areas so you may also want to factor that in when choosing placements in the beginning.
