D.E.I.: Divide et Impera

D.E.I. DIVIDE ET IMPERA
In this game, you lead one of four factions in the ruins of London. Your Scavengers explore the map to collect Technology and Energy. These resources can be used to buy Market Cards or exchanged for Supplies (Victory Points/VP). Your goal is to have the most Supplies after four rounds.
Game Flow
The game lasts 4 rounds, each consisting of 3 Action Phases.
- Priority (Turn Order): In the first round, priority is random. In later rounds, the player with the lowest score gets the highest priority.
- Phases: Players take turns completing Phase 1, then Phase 2, and finally Phase 3.
The Action Phases
In each phase, you must perform two steps:
- Play 2 Action Cards: You can play them face up to perform all listed actions, or face down to use the Buy action (limited to one face-down card per phase).
- Phase-Specific Ending:
- Phase 1 (Round 1 only): Place your Leader and a set number of Scavengers in neutral shelters based on your priority.
- Phase 2: You may Learn Masteries (skills) if you control enough Outpost tokens of the same color.
- Phase 3: You must Complete a Mission.
Standard Actions
- Recruit: Bring one Scavenger from your pool into an owned or neutral Shelter.
- Move: Move your Leader or Scavengers to an adjacent region.
- Majority Rule: You can only move into a region if you have (or will gain) the Majority there.
- Levels: Ground and Roof regions are only adjacent if connected by your own or a neutral Lift. Two Roofs are adjacent if connected by a Bridge.
- Collect: Take one resource from your region. This usually requires having the Majority. You can hold a maximum of 10 resources.
- Buy: Play an action card face down to purchase a card from the Market.
- Build: Place a Shelter, Lift, or Bridge in a region where you have at least one unit (Majority is not required).
Specialized Actions and Units
- Enhanced Actions: Some cards allow you to Copy previous actions, Take Supplies directly, or Kill an opponent's Scavenger (which grants the victim a Candy Boost).
- Drones: When playing a Drone card, you move the drone (up to 2 regions) and use its ability. Drones ignore Majority rules and level restrictions.
- Masamune: Harvests resources.
- Simon: Recruits Scavengers.
- Fly: Teleports Scavengers.
- Draco: Kills enemy Scavengers and provides VPs.
- Candy Boosts: These are one-time tokens that add an extra action to a played card.
Missions
At the end of Phase 3, you must choose one mission from the display.
- Punctual: If the mission belongs to the current or a future round, you score the full gray section rewards.
- Late: If it belongs to a previous round, you score the lower blue section rewards.
- Restrictions: You cannot fulfill the same mission twice or pick more than one mission from the same column.
