I have used one worker from Infiltrator in Dinogenics IOM and 2nd on the Breaking News card.
After that the game is asking again for a 2nd action.
I can't take Breaking news again - "There are no open worker spaces at this location" red pop up window.
I can't check other possibilities as there is no more workers to check.
I just have the option to "Pass 2nd Action"
