When the final tile is revealed, each player is supposed to get a chance to make a single divination. As the player who ended the game I was given the option to select a meeple to divine or pass. The other player was able to skip the final divination and take a move as normal, which passed control back to me to make another final divination again. At this point the other player got several turns in a row until they chose to make a divination (a full divination action, not the single final divination) which promptly ended the game.
